The Prosecutor General’s Office investigates Freedom Holding: Tver District Court imposes a freeze on Timur Turlov’s assets in Russia

As part of the Prosecutor General’s Office’s lawsuit against Timur Turlov, founder and CEO of the financial group Freedom Holding Corp., the Tverskoy Court of Moscow imposed interim measures on the businessman’s Russian assets and those of his entities.

This follows from the court’s case file.

A total of 10 writs of execution were issued. In addition to Turlov, the defendants include Arkady Shchukin and several legal entities: V-Empirical Holding Corp., Freedom Holding Corp., and Freedom Finance Europe Ltd. Freedom Holding insists that the holding company and Turlov do not operate in Russia and have no assets in the country.

It’s worth noting that it was only in 2025 that the Basmanny Court sentenced Moscow investor Sergei Kuleshov to three years’ probation. He was found to be an accomplice in the theft of 162 million rubles from the financial company W-Empirical Holding Corp., which is also involved in the lawsuit filed by the Russian Prosecutor General’s Office. As part of the 2025 verdict, W-Empirical Holding Corp.’s civil claim was upheld, and the funds frozen in Kuleshov’s accounts were transferred to W-Empirical Holding Corp.

In 2024, Kuleshov’s representatives told the VChK-OGPU and Rucriminal.info that they had audio recordings of conversations between Freedom Finance’s deputy head of security, Eliseev, in which he spoke of patronage for the holding company and its management at the very top of the FSB’s Directorate "K" (then headed by General Ivan Tkachev).

So we await the consideration of the Prosecutor General’s Office’s claim with interest.
